In partnership with New Life in Christ Interdenominational Church, we take a holistic approach in our supportive services and enrichment program offerings. Examples of programs offered are home maintenance workshops, budgeting and credit management, ministries, health and wellness classes, etc.
On-site management offices for the property manager and service coordinator as well as a conference room, media center, fitness center, and club room with a kitchen.

A 60 Duplex/Triplex Residences Sustainable Affordable Rental Community for Independent Living Seniors 62 of age and older consisting of:
45 - 1 Bedrooms and 1 Bath
(800 sq. ft.)
15 - 2 Bedrooms and 1 Baths
(1200 sq. ft.)
All homes will feature an attached garage, energy star rated appliances including in unit washers and dryers, stainless steel appliances, hard-wood cabinets, resilient hard surfaces, solid core doors, brick and vinyl exterior finishes, window treatments, ceiling fans with light kits, and hard-wire for internet and cable services.
The Tenant Selection Plan will include a preference for seniors age 62 and older and veterans.
A selection of homes will be set aside for residents with special needs and the project will promote service enrichment through a social service network developed in collaboration with local social service agencies.
The development will also incorporate a mixed-income approach with a selection of the homes available at market rate rents.
Every senior citizen has the right to enjoy living in an affordable community of their choice which provides safety and stability.

Dr. Dudley is the founder and President of New Life Development Corporation and is the Senior Pastor of New Life in Christ Church. He has been leading and preparing to lead all his life. From leading his high school basketball team as co-captain, being voted Outstanding Senior of his graduating class at the University of NC at Greensboro, called to the ministry at age 13 to his 21½ years as an Air Force Officer retiring at the rank of Lieutenant Colonel. He was consecrated a Bishop and planted churches. He is a John Maxwell Associate trainer. In addition to his three graduate degrees, he has two earned doctorate degrees. He has started several successful businesses and written four books. He is an adjunct professor of Strategic Leadership at North Central University, Minneapolis, MN. He is an ambidextrous and multi-gifted leader in that he is a community leader who has served on several boards including:

Vic Hayes is a seasoned executive advisor with over 38 years of dedicated service in the U.S.
Air Force, specializing in Services and Personnel management. He is also the Founder and
Executive Director of StrongBeginnings NFP, Inc., a nonprofit organization committed to
supporting community initiatives. Most recently, Vic served as the Executive Advisor for
Services to Air Mobility Command (AMC) at Scott Air Force Base, where he provided strategic
guidance on policy and operations across 10 bases. His extensive experience includes
managing military affiliations with large non-governmental (NGOs) organizations such as Boys
& Girls Club of America and USO. In addition, overseeing project management, financial
analysis, and driving operational efficiencies.
Throughout his career, he has held pivotal roles, including Director of the 66th Force Support
Squadron at Hanscom AFB and Deputy Commander of the 380th Expeditionary Force Support
Squadron in the UAE. His leadership has been instrumental in enhancing the quality of life for
military personnel and their families, whether through improving recreational facilities, managing
complex budgets, or developing long-term strategic plans.
Vic is recognized for his ability to translate senior leadership’s vision into actionable plans,
ensuring success. His work has earned him numerous accolades, including the Air Force
Exemplary Civilian Service Award and recognition as USAFE’s Senior Civilian Manager of the
Year. With broad international experience, including assignments in Germany, Japan, Turkey,
and Korea, Vic Hayes continues to be a vital asset to communities across the globe.
Vic and his wife, Francine have been married for 43 years and reside in Belleville, Illinois.
Vivian Moore, MBA is passionate about advancing the community. She has a personal mission statement to love people and advance their living. She has served non-profits for the past 20 years in the St. Louis and the Metro East.
She currently serves in the role Executive Director of New Life CDC as well as Operations and Finance at New Life in Christ Church, it brings together her education in Accounting and Business Administration from Missouri Baptist University and post graduate education, continued in Master of Business Administration from Fontbonne University and certificate in Non-Profit Management from Washington University. She also received notable training as a graduate of the CORO Women in Leadership Program St. Louis. She counts it an honor to change lives in her lifetime by serving many church leaders, ministries, community, and civic organizations.
Deborah Syano grew up in O’Fallon, after graduating from OTHS in ‘94, and spent several
years hiking throughout the country. After living in Kenya, volunteering as a teacher for children
who had never before had the opportunity to be in a classroom, was compelled to return and
build a public library for the community she served in. After returning to the US, got married and
is currently working as a private duty registered nurse. My desire is to always grow in faith and
kindness. Having multiple generations of my family grow up in O’Fallon, I recognize the
important need for housing opportunities for older adults, it is important to support endeavors
that impact others in a positive way.
Lecia J. Rives, Esq. is a prolific speaker, writer and comedienne who captivate audiences across the globe. She received her B.S. from Tennessee State University and her J.D. from Howard University School of Law and she is licensed to practice law in the state of Illinois. Lecia is the Founder and CEO of Speak uP! Enterprise, a motivational speaking, publishing and training company based in Illinois. She is the author of Get Up and Be Somebody® and Campus Superstars, a former adjunct professor of public speaking at Washington University, and she works with budding entrepreneurs as a facilitator for Urban League Women’s Business Center. Lecia is a former contributing writer for In Magazine and former feature writer for Heart & Soul Online. She’s also the voice of the Get Up and Be Somebody® Motivational Moment on iHeart Radio which airs in St. Louis, MO and various social and media platforms. Prior to striking out on her own, she worked in the not-for-profit sector and served as the executive director of the Jackie JoynerKersee Foundation. As an entertainer, Lecia is the creator and host of Laugh Out Loud St. Louis, an award- winning clean television comedy show produced by her company LJR Entertainment, LLC which also produced the documentary, The Color of Healing and her one-woman show, Dreamin Outta My Mind which she wrote and performs across the country. Lecia serves on various boards and committees, and she lives with her husband in Shiloh, IL.
